The Commission introduced the Copyright (Optical Discs Plants) Regulations in April 2007, (following the release in December 2006) to bring the activities of optical discs plants under a strong regulatory regime, thereby addressing the problem of optical discs piracy from distribution/sales to the point of production.

Basically, the scheme requires every optical disc manufacturing plant and importer in Nigeria to register with the Commission. It also makes it mandatory for the plants to maintain specified records of all their activities.
